Iraqi council creates crimes tribunal

Tonnes of government records documenting executions, arrests and forced population transfers were seized by various political and religious groups after the fall of Saddam Hussein's government and must now be preserved and studied.

Forensic analysis of remains found in several mass graves only began a few months ago. Judges and lawyers need to be trained in international humanitarian laws and the specialized rules of evidence developed elsewhere in the world for preparing genocide cases.
