Powell paid tribute on Thursday to all countries supporting Operation Iraqi Freedom.
"Sixteen allies are part of the coalition for Iraqi Freedom, and many have suffered casualties. We are mindful of those sacrifices and we are determined that they will not have been in vain," he said.
