Sljivancanin is charged along with fellow former Yugoslav army officers Miroslav Radic and Mile Mrksic for the Vukovar massacre, which became a symbol of the brutality of the Balkans wars.
Both Radic and Mrksic have already surrendered to the UN court and pleaded not guilty, but Sljivancanin had vowed never to turn himself in.
Vukovar's fall to rebel Serb forces was a pivotal event in Croatia's 1991-1995 war for independence from the former Yugoslavia.
