"The last case in the community was over 30 days ago. The last case in a hospital setting was over 20 days ago," he said.
The WHO has estimated that the maximum incubation period for SARS is 10 days.
In other areas, the WHO has considered the disease to have stopped spreading in a community when there have been no new cases in 20 days, double the incubation period.
Low said Toronto health officials plan to seek an official declaration from the WHO next week that the outbreak has run its course in Toronto.
