Cyber war games are mainly designed to find the deficiencies and flaws in the country's military deployment and combat preparedness, Minister of Defense Tang Yiau-min (湯曜明) said yesterday at a Legislative Yuan session. Tang was responding to a question from opposition PFP Legislator Chin Huei-chu (秦慧珠) as to whether the Ministry of National Defense will continue to push for its Kidd-class destroyer procurement plan even after this type of warship was defeated in the military's recent cyber war games under the ongoing Hankuang No. 18 military exercise. Describing cyber war games as basically a "zero-sum competition," Tang said the Hankuang exercise is primarily aimed at reviewing possible drawbacks and deficiencies in the military's manpower training programs. "And the findings will serve as reference when fashioning future military build-up plans and combat strategies," Tang stressed, adding that the ultimate goal of cyber war games is to "find problems" rather than to score a "win."
Against this backdrop, Tang went on, the tougher the cyber war games, the more the military can learn.
