Chiao Tung University to develop a high-tech zone

National Chiao Tung University is planning to develop a high-technology zone in Hsinchu, combining its new campus with an industrial park for biotechnology and IC design firms, a university spokesman said yesterday.
The spokesman said that the university plans to raise NT$160 million for the planning and implementation of the "Hsinchu Puyu Project," which will cover 1,250 hectares in the northern county.
The university signed an agreement with the Hsinchu county government July 3, 2000 to cooperate in the development project under the terms of which the county government agrees to provide the university with 100 hectares in northern Hsinchu to develop a second campus. The university in return will be responsible for the planning of a 300-hectare zone for biotechnology and IC design industries next to the campus.
A joint task force of university faculty members and representatives of the county government started the project at the end of 2000 and the university has raised NT$70 million so far for the project, according to the spokesman.
While the development of the industrial zone will involve the acquisition of land and improvement of infrastructure, it is not possible for the university to do the work alone, the spokesman said, adding that the university has requested the Executive Yuan to consider making the project one of the government's major reconstruction projects, subject to government funding.
He said that the industrial zone will be able to accommodate 200 firms with a total of 50,000 employees, while the new campus will provide new departments of environmental protection and information technology, as well as biotechnology and research centers.
The university plans to develop the uncultivated neighboring regions into a community characterized by environmental preservation and the Hakka culture, he added.
If everything proceeds smoothly, the project will be completed by 2005 and firms will be able to move into the industrial zone at the same time that the Taiwan High Speed Rail becomes operational, he said.
