Ministry to fund electronic filing of dissertations

Prior to a draft amendment to the Act Governing Awarding of Degrees (學位授予法) being passed, the Ministry of Education will allocate money for the electronic filing of academic theses and dissertations, Minister of Education Chiang Wei-ling (蔣偉寧) said yesterday.

Chiang made the announcement as the Legislative Yuan’s Education and Culture Committee was reviewing a draft amendment that proposes that all theses, dissertations, professional practice and research reports and their electronic files should be submitted to the National Central Library for public review and archiving.

However, the amendment also states that public access to papers related to confidential information will be partially or fully prohibited.

Legislators across party lines showed support for the draft amendment, with Democratic Progressive Party Legislator Cheng Li-chun (鄭麗君) suggesting that the electronic filing system include all future theses and dissertations as well as those published before the introduction of the amendment.

Chiang said the ministry will allocate funds for creating electronic files of all such documents before the introduction of the amendment, but whether books will also be included needs further discussion.

The committee passed the draft amendment.
