A top Taipei City Government official yesterday offered an apology for indulging in social networking during a question-and-answer session at the Taipei City Council last month, promising to correct his behavior and respect the council in the future.

Commissioner of Taipei City’s Law and Regulations Commission Yeh Chin-yuan (葉慶元) acknowledged that he replied to messages on Plurk, a local micro-blogging service similar to Twitter, on the council floor on April 13, ignoring the ongoing session during which Taipei Mayor Hau Lung-bin (郝龍斌) was being grilled by city councilors on municipal issues.

A copy of Yeh’s Plurk -message board provided by Democratic Progressive Party (DPP) Taipei City Councilor Tung Chun-yen (童仲彥) showed that Yeh was discussing The Fierce Wife (犀利人妻), a popular TV soap opera about infidelity, with a female netizen on Plurk.

Tung yesterday lashed out at Yeh for using office hours for personal matters, urging Hau to discipline the commissioner.

Yeh later made an appearance at the city council to apologize for what he said was “improper behavior,” and he promised not to repeat the mistake.

“It is my mistake to discuss private matters during council sessions. I am here today to offer my apology,” Yeh said on the council floor.

In 2007, Yeh was found posting an article on his Facebook page during a question-and-answer session on the council floor.

Hau yesterday acknowledged that Yeh’s behavior was improper and said he would demand city officials show respect to the council and refrain from such behavior.
