Children sets off sparklers yesterday at the site of the Taipei Lantern Festival at the CKS Memorial Hall, where a rehearsal was being held for today's opening ceremony. Many of the lanterns this year take on a goat theme to honor the lunar Year of the Goat.Feb 15, 2003
