Kao Ying Industrial and Commercial Vocational High School in Kaohsiung’s Daliao District (大寮) has unveiled plans to start a Vietnamese club in the hope that more children with parents from other nations would be able to speak another language.
The private school said it has 156 students that either have parents from another nation or were themselves born overseas.
Fifty-one of these students have a Vietnamese parent or were born in Vietnam. Most of these students’ mothers married a Taiwanese and most are not familiar with their mother’s native language or culture.

With the establishment of the club, we hope to increase students’ knowledge, understanding and respect for their parents’ nation of origin, the school said, adding that the club could prove beneficial in the long run in light of the incoming government’s “new southbound policy.”
The policy, proposed by president-elect Tsai Ing-wen (蔡英文), aims to encourage bilateral interaction and cooperation between Taiwan, ASEAN and South Asian nations to build new partnerships in human resources, industry, investment, education, culture, tourism and agriculture.
The club plans not only to teach the students Vietnamese, but to introduce the nation and its culture, as well as the job opportunities in the region, the school said.
Teaching is to focus on comprehension and verbal skills to promote practical use of the Vietnamese language, the school said.
The school has hired Tran Thien An (陳天恩) as an instructor.
Tran Thien An finished her high-school degree in Taiwan and attended National Kaohsiung Normal University, the school said, adding that she also volunteers at a local social welfare organization to help others from Vietnam.
Tran Thien An said she supports the school’s efforts to teach the children of foreign spouses the language and culture of their parent’s native nation, adding that she feels the club could help the foreign spouses meld into Taiwanese society, as well as improving parent-child realtionships.
Kao Ying Industrial and Commercial Vocational High School dean Chen Te-sung (陳德松) said that the club would help foster students with cultural and language skills for the incoming government’s “new southbound policy.”
