Woman accused of mocking disabled man

Prosecutors charged a woman in Greater Taichung earlier this week with public defamation for allegedly insulting her neighbor, through verbal abuse and shaking her buttocks to mock his physical disability.

Prosecutors said the 66-year-old woman surnamed Huang (黃) had a history of quarrels with her neighbor, a man surnamed Chang (張), who was partially paralyzed in a traffic accident some years ago.

According to the indictment, after a minor incident, the woman allegedly went in front of the man’s residence in June to call him “a man who is half-paralyzed, who has no shame and no scruples, and his heart is rotten.”

The indictment said the neighbor ignored her at first, but the woman kept at it, and in the following month made indecent gestures by adopting a stooping posture and shaking her backside at Chang’s residence to mock his disability.

Finally Chang hired a lawyer to sue her, after the woman had made the display 55 times over two months, and her actions were captured on surveillance videos.

Prosecutors then decided to charge her.
