DPP caucus urges KMT not to block sunshine bills

Democratic Progressive Party (DPP) legislators yesterday urged the Chinese Nationalist Party (KMT) caucus not to overturn a proposal that puts sunshine bills directly to a second reading.

DPP deputy caucus whip Kuan Bi-ling (管碧玲) told reporters the legislature passed a DPP caucus proposal to move several proposed bills directly to a second reading.

They are the proposed amendment to the Public Functionary Assets Disclosure Law (公職人員財產申報法) that would oblige legislators to place their property in trusts, an amendment to the Civil Servants Conflict of Interests Prevention Act (公務人員利益迴避法) that would widen the scope of the law and an amendment to the Political Donation Law (政治獻金法) that would stipulate a maximum amount for donations.

RECONSIDERATION

But the KMT caucus wants to block these proposed sunshine bills and is preparing to propose a reconsideration of the move to skip the first reading today, Kuan said.

She said the KMT caucus enjoys a two-thirds majority in the legislature and can therefore take control of the agenda.

When asked for comment, KMT caucus whip Alex Fai (費鴻泰) confirmed the caucus' plan to propose a reconsideration of the DPP's proposal that the amendments skip committee reviews.

NOT URGENT

Fai said the caucus made the decision because there is no urgent need to put the amendments directly to a second reading.

Fai said legislative committees should be allowed to exercise their authority to review amendments, adding that the caucus would also propose its own versions of amendments to the sunshine bills.
