Council of Labor Affairs to end foreign employment restrictions, sources say

The Council of Labor Affairs (CLA) is considering lifting some of the restrictions on the change of employment for foreign laborers working in the country, sources from the council said.
Specifically, the new policy would allow foreign laborers to switch to different positions as long as they secured the approvals from both the former and the new employer.
Meanwhile, overseas workers will not be required to seek employment in certain areas or in designated industries. This means that a person who used to work as a caregiver in Pingtung can now work in a factory in Taoyuan.
To accommodate to the policy change, the council has begun to construct a database enabling employers to post want ads, which is scheduled to be completed by the end of this month, the sources said.
The implementation of the new policy aims to help shorten the time it takes employers to find overseas workers, the sources said, adding that the measure would also reduce the number of runaway workers.
Employers still have the right to hire new employees from overseas and receive them from someone else after they give their consent to the change of employment, the sources said, adding that the council aims to finish amending the laws this month and begin to implement them, next year.
