Nien said she had handled many bullying cases on campus and says victims frequently do not speak up for fear of further bullying.
Some of them allowed bullying to continue because they felt they felt helpless to change the situation.
Nien also said that school bullying was not necessarily initiated by peers.
Critical comments made by teachers about a student, for example, could indirectly encourage verbal bullying between the students.
While Taiwan has yet to see extreme cases such as the shooting rampages at Columbine High School in 1999 and at Virginia Tech University in April, Nien said that the degree of victimization by the school bully is the same.
"Bullying on campus can be more horrifying than that in the outside world," she said.
"You can always choose to walk away from someone who dislikes you in general society, but on campus, you have to stick with the person who doesn't like you 24/7 and constantly live in fear," she said.
