    Police agency reshuffles 193 high-ranking officers

    The National Police Agency has announced a massive personnel reshuffle involving 193 high-ranking police officers as part of its efforts to upgrade operational efficiency in maintaining law and order, an official said yesterday.

    In the unprecedented reshuffle, deputy chiefs from 10 city and county police bureaus around the country will be transferred to serve as division chiefs at the agency's headquarters, the official said.

    Meanwhile, seven division chiefs or specialists will be reassigned to serve as deputy heads at county, harbor or aviation police bureaus or as heads of township and village police precincts, the official said.

    Among others to be transferred, Keelung Harbor Bureau Deputy Director Cho cheng-liang (卓政良) will take over as deputy head of the Hsinchu City Police Bureau and Chief Secretary Tsai Shih-yi (蔡世一) of the Taipei County Police Bureau will fill the position left vacant by Cho's transfer.

    The personnel reshuffle also includes the rotation of 38 deputy chiefs of city and county police bureaus. Among them is Deputy Director Chan Yung-mao (詹永茂) of the Ilan County Police Bureau, who will be reassigned as the Taoyuan County Police Bureau deputy chief.

    The reshuffle scheme was fleshed out by agency Director-General Hou You-yi (侯友宜) along with his two deputies, the chief secretary, the head of the Criminal Investigation Bureau and the agency's personnel department chief, the official said.

    `Many factors'

    "They have taken many factors into consideration for this replacement, including competence, character, ethical integrity, merits and achievements, as well as regional balance, seniority and commuting convenience," the official explained, adding that all job transfers would be completed tomorrow.
