Director of the Taipei Economic and Cultural Office (TECO) in New York Andrew Hsia ( The incumbent representative to India, Kao Cheng-chun (°ª®¶¸s), will return home to become the director-general of the ministry's Department of Treaty and Legal Affairs. EDUCATION Hsia, 57, graduated from Fu Jen Catholic University and earned a master's degree at the Graduate School of Diplomacy at National Chengchi University. He also obtained a master's degree in International Law at Oxford University's New College. Hsia has served as deputy representative to Canada and the ministry's director-general of the Department of International Organizations. He was appointed as the director of TECO in 2001.
Minister of Foreign Affairs James Huang ( NEW YORK EXPERIENCE Huang said that Hsia had studied in England and had gotten to know the country's representatives to the UN when he worked in New York. Huang said he considered Hsia competent for the position.
Huang did not reveal who Hsia's successor would be at TECO, saying only that the ministry would soon announce personnel changes.
