Chen urges army to hone its fighting edge

The army should continue to build its fighting force on the principle of "effective deterrence and resolute defense" to prevent any armed conflict or war, President Chen Shui-bian (陳水扁) said yesterday.

"The army should continue to adjust its organizational structure and military strength to improve its edge in terms of quality," Chen said.

He made the remarks while presiding over a promotion ceremony for officers.

Chen said the military's leaders had to realize that the role of the military has changed and that they were required to meet the demands posed by the military belonging to the country as a whole.

"The leaders need to keep in mind that the military must help the nation's development and safeguard the people from danger. The military should always act as a stabilizing force in the society," he said.

General Lee Tien-yu (李天羽) was awarded the Order of Blue Sky and White Sun with Grand Cordon.

General Hou Shou-yeh (霍守業) was given a fourth star, while Lieutenant General Chin Nai-chieh (金乃傑) was promoted to general.

On Thursday Chen approved a reshuffle of military personnel that included Lee's reassignment from Chief of the General Staff to be one of the three strategy advisers to the president.

Hou, who had been one of the advisers, succeed's Lee as Chief of the General Staff. Chin was named as the new head of the Combined Logistics Command.
