Social welfare officials in Taoyuan County took a toddler away from a single father yesterday, after he left the young girl at home alone.
The two-year-old was taken in by a foster family, officials said.
The girl's father, identified only by his surname, Chen (
The toddler was found living in a second-floor apartment with her father, who is a truck driver and spends most of his time working. He paid a bakery to supply food and water to his daughter using a crude pulley arrangement to hoist food up to his daughter.
The father said he used the pulley arrangement because he was "too busy" to enter the apartment and if he went in, his daughter "would not let him out again."
The toddler's plight was discovered Sunday by a neighbor who heard the girl crying incessantly in the apartment and called the police, who entered the apartment and found the child in a state of hunger.
The man claimed to be unable to afford to pay for a baby sitter.
