Chang Hsi-ming (張錫銘), a notorious serial kidnapper and gangster, was sentenced by the Tainan District Court yesterday to life in prison. Chang was not sentenced to death because he didn't cause major casualties when confronted by the police, which implied that he hadn't completely lost his humanity, said a judge of the court, according to a Central News Agency report.
