The enactment of a new constitution tailored specifically for Taiwan is essential in its bid to become a "normal country" and survive in the international community, a local legal expert said yesterday. During a seminar on Taiwan's constitutional development, Chen Lung-chu (³¯¶©§Ó), president of the Taiwan New Century Foundation, argued that the Republic of China Constitution lacks any legitimacy in Taiwan because it was not designed to be implemented in Taiwan and is now completely out of date. It is time for the country to carry out major changes in light of the confusion regarding its constitutional system, Chen said. He added that Taiwan is already an independent country but is still not a "normal country."
