    Air raid drills start in Kinmen, Penghu site of next tests

    ANNUAL EXERCISE: The nationwide test of civil defense capabilities began yesterday as alarms were sounded in Kinmen in the afternoon

    The annual "Wan-An" series of nationwide air-raid drills began on Kinmen yesterday afternoon to test civil defense capabilities, the Ministry of National Defense said.

    The air-raid drills was sounded between 2pm and 2:30pm in Kinmen.

    The "Wan-An" drills were originally scheduled to take place earlier this month, but they were postponed because of Typhoon Haitang.

    According to the new schedule, following yesterday's drill in Kinmen, the next drill will be in Penghu next Tuesday. Northern Taiwan's drill will be on Aug. 5, followed by eastern Taiwan on Aug. 9; Matsu on Aug. 11; central Taiwan on Aug. 17 and southern Taiwan on Aug. 25.

    During the drills, defense officials said, people and vehicles must take refuge under the guidance of military police and civil defense staff. Those who refuse to obey these instructions may be slapped with fines ranging between NT$30,000 and NT$150,000.

    Trains and mass rapid transit lines will operate normally, but disembarking passengers must take refuge at designated locations. Factory and office workers must stay indoors. Commercial aircraft can land or take off as scheduled, but arriving passengers must take refuge in line with the instructions of officials. Commercial vessels should stay in harbors.

    While traffic on freeways will not be subject to controls, vehicles can only exit the freeways and no one will be allowed to enter the freeways during the drills.
