    Garbage, recycling rules to be official

    After a three-month grace period accompanied by publicity, the requirement to separate garbage will be fully implemented in 10 cities and counties islandwide beginning April 1, with violators facing fines, the Environmental Protection Administration (EPA) reported yesterday.

    Household garbage or refuse from shops is to be classified into three categories -- ordinary garbage, recyclable garbage and food scraps -- before they are taken out to garbage trucks, EPA officials said.

    The 10 cities and counties that are included in the first phase of the nationwide garbage classification program are the cities of Taipei, Kaohsiung, Keelung, Hsinchu, Taichung, Chiayi, and Tainan; and the counties of Ilan, Taichung and Kaohsiung. Garbage that does not fall into any of the three categories will not be collected in regular pickups. Violators will be issued tickets for fines ranging from NT$1,200 to NT$6,000. On Jan. 1 this year the EPA began to educate people about the garbage classification and recycling program. The program is scheduled to be expanded to all 25 cites and counties nationwide next year.
