Expeditious immigration law sought


The Ministry of the Interior plans to expedite the establishment of an immigration office through the passage of an organic law.

"The ministry plans to be actively involved with negotiating with the Legislative Yuan in order to enable the Immigration Office Organic Law (入出國及移民署組織條例) to get through the necessary legislative procedures," the ministry said in a public release issued earlier this week.

The draft of the law was completed by the ministry on Oct 21 last year, and reviewed by the Cabinet, which then forwarded the draft to the Legislative Yuan on Oct 22 of last year.

Late last year and earlier this year, the Home and Nations Committee of the Legislative Yuan held meetings to go over the draft's various articles.

The Legislative Yuan isn't slated to be in session again until Aug 10.

The immigration office's draft includes the integration of many administrations: border checks, residency issues, interviews, deportations, detentions, nationality administration and immigration policy -- as well as combining into one unit the Overseas Chinese Affairs Commission (中華民國僑務委員會), the ministry's Population Affairs Administration, the bureau of immigration under the National Police Administration, the Aviation Police Office's harbor police offices and foreign police departments that are part of city and county governments.

"With the immigration office, the ministry aims to better manage the influx of foreigners, construct a better interview system in order to stop entry through bogus marriages, create a more well-organized immigration policy, strengthen ethnic integration, set up a better online information system, provide a definition of refuges and the asylum system and regulate detention centers through legislation," the ministry said.
