The Democratic Progressive Party (DPP) yesterday released its list of candidates for legislator-at-large spots, with Tsai Huang-lang (蔡煌瑯), the party's caucus whip, topping the list -- and the controversial managing director of Sunny Bank, Hsueh Ling (薛凌), coming in at No. 4.
A total of 13 candidates were vying for the 8 safest legislators-at-large spots.
The release of the list follows a vote by party members on May 23 and a four-day public opinion survey, with each of those two components counting for 50 percent of the scoring.
Hsueh has been accused of vote-buying in the party's primary voting, and some have questioned whether she was qualified to participate at all because she has been convicted of violating the Money Laundering Control Law (洗錢防制法).
The DPP's disciplinary group has been reviewing Hsueh's criminal record -- a review that might result in the cancellation of her candidacy.
DPP Deputy Secretary-general Lee Ying-yuan (李應元) said yesterday before party-designated lawyers completed documents detailing each candidate's background and legal record that the party wouldn't rule against any individual candidate. He said it would be unfair at this time to say who isn't qualified.
"We don't want to wrong any candidates. We just want to make sure all our actions are based on facts," Lee said, stressing that lawyers are still scrutinizing each of the candidate's qualifications.
Lee said that once the lawyers finish examining the candidates' records, the Central Executive Committee -- the party's highest-ranking body -- will rule on Hsueh's case.
The committee meeting is expected to be held in two weeks.
The candidates' rankings are as follows: Tsai; DPP Legislator-at-large Hung Chi-chang (洪奇昌); DPP Legislator-at-large Gao Jyh-peng (高志鵬); Hsueh; DPP Legislator-at-large You Ching (尤清); DPP Legislator-at-large Lin Cho-shui (林濁水); Tien Chiou-chin (田秋堇), a leader in the environmental movement; and DPP Legislator-at-large Chiu Yeong-jen (邱永仁).
