The legislative caucus of the ruling Democratic Progressive Party (DPP) said yesterday that the Cabinet should only resign en masse after the passage of the 10 major construction projects in the legislature.

He said that only after the bill is passed can the legislature start to review the special budgets for the construction projects.
He noted that the Executive Yuan was to resign en masse May 5, and that the line-up of the next Cabinet will assume office May 20 when President Chen Shui-bian (
But he said that Legislative Yuan President Wang Jin-pyng (王金平), who concurrently serves as the opposition Chinese Nationalist Party (KMT) vice chairman, and other KMT legislators have questioned the necessity of passing the bill because Premier Yu Shyi-kun's Cabinet will be a "guardian Cabinet" during the transition period.
Believing that the public construction projects have to be carried out continuously and that they should not be affected by the Cabinet change, Ker said that if the Cabinet resigns en masse too early, it will give opposition parties excuses to challenge the legality of passing the bill.
