Two men were arrested on Thursday after the actor known as Andy (
The Criminal Investigation Bureau (CIB) yesterday announced that Tao Tsu-hui (陶自輝), 36, and Pan Ching-tai (潘經泰), 37, had been arrested.
"According to our investigation, Tao is actually a friend of Andy's. They did this to Andy just because they felt he was too cocky," said Yang Jung-chen (楊榮珍), the chief of the CIB's southern headquarters.
Yang said Tao and Pan had told him that Tao had attended a party with Andy in December. According to Yang, they told him that Andy and his wife "took drugs and danced exotically" at the party.
Tao was upset about Andy's behavior and, according to the CIB, decided to extort money from him by secretly videotaping the alleged drugtaking. Yang said that Tao also filmed Andy having sex with a woman who was not his wife.
According to the CIB, Tao and Pan are suspected of mailing a VCD showing scenes filmed at the party to Andy on Feb. 10, and allegedly threatening to sell copies to the public unless he paid them NT$10 million.
Andy and his wife had to leave for Los Angeles on Feb. 11, but the actor gave the VCD to Democratic Progressive Party Legislator Tsai Huang-lang (
CIB officers and members of the Tainan City Police Department arrested Tao and Pan at their homes in Tainan around 8pm on Thursday night.
According to the CIB, the police discovered the master tape of the video at Tao's house.
Yang yesterday said that he did not know whether the video actually showed Andy having sex or taking drugs, because the police have not been granted access to the master tape.

The police said that they have been unable to contact Andy and his wife, and that they were hoping the couple would return home as soon as possible to help with the investigation.
"We need him and his wife to answer some of our questions, since they are the victims in the case," said Ho Ming-chou (
"At least, we need to know when the party was held, where it was held and who else was there," Ho said.
Law enforcement officers are also planning to ask Andy and his wife to submit samples of their hair to check if they have been taking drugs. If found guilty of drug abuse, they face being committed to a rehabilitation program for two weeks to six months.
Andy late last year made headlines for starring in the controversial Special Report VCD series, which lampooned various pan-blue camp figures.
The production sparked a furore that led Taipei Mayor Ma Ying-jeou (馬英九) to attempt to have the VCD confiscated.
