Critics say casinos no answer to woes

Jao also cautioned the public to take special notice of the turn-out rate, saying that those who turned up to vote would most likely vote in favor of establishing casinos, since the referendum had been organized by supporters of casinos.

"The approval ratings will probably be very high but it's important to take a look at the percentage of people who actually voted," Jao said.

Voting will be open to all Penghu residents 20 years of age or older, and referendum results will be announced tonight.
