Military brings all armament wings under one bureau

The Military Armament Bureau of the Ministry of National Defense is to start a five-month process of absorbing units from other branches of the military today, forming an integrated procurement, research and development and production system, the ministry announced yesterday.

The Chung Shan Institute of Science and Technology will be the largest unit to be incorporated into the bureau, the ministry said yesterday. As part of the consolidation, the institute will be downsized.

The combined logistics command is to meld almost all of its production units into the bureau, becoming the unit to be most seriously affected by the restructuring.

The ministry's procurement bureau, which was on an equal footing with the military armament bureau, will be downgraded and become the bureau's procurement center.

After absorbing these units, the bureau will be the single largest system in the military that has all three functions of procurement, research and development and production at the same time.

Vice Admiral Chang Shih-po (張十泊), bureau deputy director, speaking at a press conference yesterday, said the restructuring is mandated by the National Defense Law (國防法) and the ministry's Organizational Law (國防部組織法).
