    Report says government has way too much advice

    Control Yuan members criticized the Executive Yuan's Central Personnel Administration yesterday for its failure to monitor ministries' employment of advisers.

    "As a main administration office taking charge of personnel management, the central personnel administration was responsible for the mistakes made by ministries and councils under the Executive Yuan in hiring 57 extra advisers on regular salaries above the legitimate government agencies quota as stated in various organic laws," a Control Yuan report stated.

    The personnel administration also neglected to notice that seven retired soldiers at the Ministry of National Defense were earning double wages.

    "This has led to the seven retired officials earning an extra NT$30,280 every month over their pensions," the Control Yuan investigation found.

    The investigation discovered that 170 government organs had either employed advisers beyond the allowed quota or recruited advisers without approval.

    The extra personnel would cost the government NT$46,495,249, the report said.

    The Overseas Chinese Affairs Commission hired 798 advisers, compared with 11 other government agencies that recruited only one adviser each because they did not have a quota.
