The department said the city government lacks experience in handling emerging diseases.
"The city government believes disease-containing measures can be taken only once the infection has been declared a statutory communicable disease. This notion is incorrect and too conservative," the department said.
The DOH insists it has been following the case-reporting procedures established by the World Health Organization.
Meanwhile, the CDC has been working to identify the cause of the illness.
