Chen added that the two counties have been in touch about matters that warrant cooperation such as crime, fishery management and conservation, and marine environmental protection.
"Sensitive issues such as political matters should just be left out for the biggies -- ie, our respective superior government agencies -- to deal with," Chen said. "We just want to engage in pragmatic issues that are beneficial to us."
