Chen makes bill's passage a priority

President Chen Shui-bian (陳水扁) said yesterday that passage of the proposed national technology protection law in the next legislative session would be a party priority.

Chen urged the DPP's legislative caucus to press for passage of the law.

"It is important to enact such a law because it'll help construct a safety net for China-bound investment, protect the intellectual-property rights of Taiwan's core high-tech skills and ultimately elevate the nation's overall competitiveness," Chen said.

The president spoke yesterday after a DPP Central Standing Committee meeting, in which he heard reports on the matter from National Science Council Vice Chairman Hsieh Ching-chih (謝清志) and Main-land Affairs Council Vice Chairman Chen Ming-tong (陳明通).

The proposed law would allow investment in 8-inch wafer manufacturing in China based on the Wassenaar Arrangement, which was signed by 30 nations, including the US.

The arrangement sets common standards for export control. It seeks to maintain regional and international security and stability by promoting transparency and greater responsibility in transfers of conventional arms, dual-use goods and technologies.

To raise the nation's international competitiveness, the Central Standing Committee yesterday also suggested the government boost the management of high-tech industry under the principle of "active opening and effective management," initiated at the Economic Development Advisory Conference in August 2001.

Only by doing so can the government ensure that core technologies, talents and capital stay in the country, party officials said.
