Tu Hau-lin (屠豪麟), personnel chief of the Department of Health, yesterday received a major demerit for his involvement in the sexual harassment scandal in which he was accused of kissing and licking the ear of another man.
He was also demoted one rank and assigned a non-administrative position at the Civil Service Development Center, effective yesterday.
Tu, however, will not be suspended from his office unless he is prosecuted or impeached by the Control Yuan -- the government agency supervising the conduct of civil servants. The Control Yuan will soon start to investigate the case.
Addressing a press conference at the Cabinet's Central Personnel Administration yesterday morning, Lee Jo-1 (李若一), deputy director-general of the administration and the convenor of the administration's evaluation committee, said that Tu has clearly infringed on related civil servant codes.
"After carefully reviewing the case, we found that Tu is not fit for his current job," Lee said. "His behaviors not only seriously damage the image of civil servants but also cause social instability."
According to Lee, Tu violated Article Five of the Civil Servant Services Act (
Civil servants are also banned from "fooling around, gambling, or engaging in any behavior sabotaging the image of civil servants."
Clause 1, Article 13 of the Civil Servant Evaluation Act (公務人員考績法) also specifies that punishment can be meted out to those civil servants whose personal behavior sabotage the reputation of civil servants.
Tu was demoted one level down of the official ranking. He was originally ranked 11th on the government's 14-point scale.
Because of Tu's official ranking, the committee cannot suspend him from his office unless the Control Yuan impeaches him.
