DPP city councilors attack traffic police over 2001 tickets

Three DPP Taipei City councilors yesterday accused the city's Traffic Police Corps of forging tickets.

In a joint press conference at the Taipei City Council, Councilors Lee Chien-chang (李建昌), Chiang Kai-shih (江蓋世) and Tsai Chu-huang (蔡秋凰) pointed to citations issued by officers who they said were not authorized to issue such tickets.

Tsai said that she and her colleagues discovered that seven officers from the traffic corps issued 1,155 tickets, whose combined fines amounted to more than NT$1 million, during June and July last year.

"These officers are all government officials, security officers or office staff. Usually they don't have the responsibility to go out on the streets and issue tickets to motorists," Chiang said.

He said the tickets handed out by the seven officers were not issued according to procedures.

"For example, officer Wu is security staff for the vice president and doesn't issue tickets. However, he issued six tickets during those two months," Chiang said. "Another officer, Chao, is more ridiculous. He is security staff for the president, yet he issued 138 tickets within six hours on June 29 last year."

Lee said that another officer, also surnamed Wu, produced 116 tickets while working at his office on June 22.

Huang Chia-lu (黃嘉祿), the commanding officer of the traffic corps, said that councilors have misunderstood the situation. He said that any corps officer has the authority to issue tickets.

"Officers use two methods to issue tickets. The first is stopping violators at the scene. The second is to take pictures of the violation and then issue tickets to the vehicle owners according to the pictures. Councilors are referring to the latter situation," Huang said.

He said the person who takes the pictures and the person who issues the tickets don't have to be the same individual. Huang said this is why staff can issue tickets from their offices.
