For instance, political appointees, city mayors and county commissioners as well as governmental personnel who engaged in activities related to issues of national security, diplomacy and technology still have to go undergo close scrutiny before any trip to China, including during their first three years of retirement.
"The degree of openness depends on the degree of political affairs involved," Yang said.
Tsai explained the reasons behind such provisions.
"What our nation face is a regime that has never given up its hostility toward Taiwan. Thus, when we carry out mainland policies, we have to take national security into account. The design of measures is in line with priority and importance, which will enable us to reap the most benefits while putting us at the least risk for damage."
