    Ma dismisses juvenile police head

    SCANDAL: Taipei's mayor demoted the chief after two mishaps, one in which a suspect escaped and another where a suspect allegedly had sex with an informant

    Taipei City Mayor Ma Ying-jeou (馬英九) yesterday demoted the chief of the Taipei City Police Headquarters' Juvenile Police Branch following two recent scandals involving the branch.

    The mayor decided to dismiss Chen Tung-yang (陳東陽) from his post after meeting yesterday with high-ranking city officials, who suggested he act to maintain police discipline.

    The first scandal emerged at the beginning of last week, after suspected drug dealer Chen Fu-hsiang (陳福祥) escaped from police custody.

    Chen Fu-hsiang told the police on Aug. 20 after his arrest that his friend was holding handguns and drugs for him and that he was willing to surrender them.

    Three police officers from the JPB accompanied Chen, whose hands and feet were cuffed, to meet his friend at a restaurant in Taipei's Wanhua District.

    Two officers went into the restaurant with Chen while another officer stayed in a car outside.

    The two officers then said they were attacked by at least eight people with fire extinguishers. During the attack Chen escaped.

    Taipei police headquarters is investigating why the officers didn't use their guns to defend themselves and why the third officer in the car didn't not come to their aid.

    The second scandal was made public this weekend, after JPB officers arrested a 34-year-old hermaphrodite prostitute, surnamed Chen, in Taipei's Wanhua District.

    Chen also claimed she was forced to perform oral sex four times on a JPB informant, surnamed Lee, during her 16-hour interrogation on Sunday.

    Senior city officials said that police discipline and public order are likely to become issues in the run-up to the Taipei mayoral election in December, and that because of this Ma acted quickly. Ma refused to comment yesterday on these remarks.

    Chen Tung-yang will swap places with the head of the Taipei City Police Headquarters' Logistics Division, Kao Shou-sun (高壽孫).

    Like Chen Tung-yang, Kao has studied education and trained at the Central Police University.

    He received his master's degree in education from Oklahoma State University in the US and has held the chief inspector position at the Ta-an, Sungshan and Wenshan precincts.

    Chen Tung-yang has a doctorate in education from National Chengchi University, making him the most educated officer in Taiwan.

    Headquarters Director Wang Cho-chun (王卓鈞) said that Kao is an ideal officer to take over as head of the JPB.

    "He has enough field experience and a background in education," Wang said. "The JPB is supposed to help juvenile criminals and I think it shall be a piece of cake for him."
