Chang Chao-hsiung is vying for the KMT-PFP joint candidacy in the mayoral race.
Under a cooperation plan between the KMT and PFP, the KMT will choose one among the party's three aspirants to compete with Chang Chao-hsiung.
But the KMT has not been able to make a decision due to problems persuading two contestants whom the party disfavors to drop their bids.
Chang Chao-hsiung, who personally is not interested in the mayoralty, decided to join the contest last month because of strong support from PFP voters.
With four contestants already in the running, the "pan-blue" camp's plans in the Kaohsiung mayoral race have turned even more complicated after Chang Po-ya joined the campaign with the intention of seeking the support of the KMT and PFP.
Chang Po-ya changed her household registration listing to the port city on Thursday.

Hsieh said the KMT and PFP are setting their sights on the 2004 presidential election, instead of better developing the port city, by cooperating with each other.
Also, Hsieh said, it was a bit too late for Chang Po-ya to decide to run for the mayoralty just four months before the poll.
Citing his own case as an example, Hsieh said he started to prepare for his mayoral bid as early as two years before the 1998 election.
The Taipei Department of Health yesterday said it has launched a probe into a restaurant at Far Eastern Sogo Xinyi A13 Department Store after a customer died of suspected food poisoning.
