Lu and Iap, meanwhile, defended the government's move to regulate the media and quoted Article 23 of Taiwan's Constitution, which states: "All the freedoms and rights enumerated in the preceding articles shall not be restricted by law except such as may be necessary to prevent infringement upon the freedoms of other persons ... "
"The news industry should not operate in a lawlessness environment," Lu said. "If the GIO can consult the public widely for the new law ? [the media] could become the cornerstone of Taiwan's democracy."
