Legislature moves to regulate issues surrounding fertility

Legislators from across the political spectrum acted yesterday to promote legislation on surrogacy as part of efforts to serve the needs of infertile people.

At a press conference held at the Legislative Yuan, the lawmakers said infertility affects about 15 percent of married couples in Taiwan, involving roughly 760,000 people.

The rights and interests of these people should not be infringed upon simply because the nation lacks sufficient laws and regulations, according to the legislators.

DPP Legislator Lai Ching-teh (賴清德) said an artificial insemination and fertilization bill will be drafted shortly to regulate human sperm and egg donation, as well as surrogacy.

The proposed bill will also help to curb black market deals on related medical operations, which are illicit and can be dangerous.

According to Lai, the draft bill will stipulate that not only married couples, but also unmarried couples in stable relationships can apply for legal artificial insemination and fertilization to allow them to have babies of their own.

But it would also stipulate that only married couples can accept donated sperm or eggs or seek surrogate mothers, Lai noted.
