Cossa also said that although the "red lines" in Sino-US ties will always remain somewhat unclear, many in the group believe that if President Chen Shui-bian (陳水扁) visits Washington, it would "create instability" in the triangular Taipei-Beijing-Washington ties.

Meanwhile, the group also endorsed Taiwan's bid to join the World Health Assembly (WHA) in its capacity as a "health entity."

"A place as a health entity [to obtain] observer [status] at the WHA is appropriate. Taiwan has much to contribute to the world community in that regard," Zagoria said.

"If Taiwan was asking for membership in the UN as a sovereign country, that obviously would create a problem. But if Taiwan is asking, as it is, as a health entity, to make sure that the health of the Taiwanese people is being taken care of, then this is essentially consistent with the PRC demand," Cossa said.

"One would hope that China would be able to understand that and be a bit more flexible in the future," Cossa added.
