Bosh finished with 25 points and 14 rebounds for the Raptors, who ended a 15-game losing streak against the Bulls stretching back to Dec. 6, 2002. Andrea Bargnani added 22 points for Toronto.
Ben Gordon, whose three-point play with 12.8 seconds left had given the Bulls a 111-110 lead and capped a 13-0 run, put up a jumper that was short at the buzzer.
Luol Deng scored 30 points and Gordon added 26 for the Bulls.
In the closing seconds, Chicago's Tyrus Thomas blocked a layup attempt by T.J. Ford but Bosh rebounded and was fouled by Thomas before hitting both free throws.
The Raptors, winners of nine of their last 11, led by eight points early in the fourth quarter.

At Houston, Tracy McGrady had 28 points and 12 assists as Houston overcame Ron Artest's big night to beat Sacramento in overtime.
Artest matched his career high with 39 points, hitting 12 of 23 shots and going 10-for-11 from the free-throw line. Artest also had eight rebounds.
His free throws with 1:47 left in overtime put the Kings up 104-103, but McGrady hit a turning fadeaway over Artest with 1:29 left to put Houston up for good.
Luther Head hit a floater in the final minute of the extra period and forced John Salmons into a turnover at the other end that helped clinch Houston's eighth victory in 10 games.
Shane Battier added 25 points, including a 3-pointer in overtime, and grabbed eight rebounds for the Rockets, who won for the first time in 14 games when they trail after three quarters.
Knicks 107, Lakers 106
At Los Angeles, Eddy Curry scored four of his 19 points in the final minute, including a go-ahead dunk with 7.1 seconds remaining, to lift New York to its third win in four games.
Kobe Bryant made a short jumper with 29.9 seconds left to put the Lakers ahead, but Curry scored off a lob pass from Jamal Crawford.
The Lakers had plenty of time to go for a winning shot, but Bryant never touched the ball and Lamar Odom's jumper as time expired didn't hit the rim.
Crawford led the Knicks with 24 points.
Quentin Richardson had 19 points and 12 rebounds, Channing Frye added 14 points and seven rebounds.
Bryant led Los Angeles with 31 points and seven rebounds.
