Scott resumed the first round Friday with two birdies followed by a run of birdie-eagle-birdie to better the course record of 65 set last year by Gerald Rosales of the Philippines.
"Things were just going my way," said Scott, the world No. 10.
Starting the round on Thursday from the 10th, Scott birdied the par fives on the 13th and 16th, as well as the 18th hole to stay bogey free before play was halted due to strong winds.
"Two different days but my game stayed the same," said the 24-year-old Scott. "I played great yesterday and hit a pretty good score despite the conditions, and this morning I kept swinging in the rhythm."
Thailand's Chawalit Plaphol shot a 6-under 66 to take second place, just ahead of Scott's playing partner, Sergio Garcia of Spain, who made five birdies to finish 5-under 67.
Garcia is joined on 67 with Australia's Adam Fraser and Chen Yuan-chi of Taiwan, who joined Scott in shooting an eagle on the par-5 5th hole.
Retief Goosen of South Africa kept himself within sight of the leaders, firing four birdies to for a 4-under 68, equal with Scotland's Colin Montgomerie, who made five birdies against one bogey.
