College bowl picture starts to form

What if the Big 12 North Division winner is 6-5 and loses in the league title game to wind up 6-6?

Technically, that team would not be bowl-eligible. If that happens, the Big 12 office will file an appeal to the NCAA to waive the six-win rule for a team that loses in a conference championship game.

Is there a chancethere won't be enough bowl-eligible teams?

Last year there were 62 bowl-eligible teams for 56 spots. As of last weekend's games, there were 49 bowl-eligible teams. There are 26 teams "on the bubble" and eight play each other, eliminating four. That leaves 22 teams playing for seven spots. Numerically, that takes care of the problem. But some of the major conferences are going to be hoping the results fall the right way in order to fill out their bowl obligations.
