"The men were either abnormal in their mentality or motivated by a purpose," Lu said on cable television station TVBS.
"If I were not the vice president, I would fight back."
Ex-convict and debt collector Tung Nien-tai (董念台), 52, attempted to propose to the 58-year-old spinster Lu in December by leading a 24-sedan motorcade to the presidential palace.
He was turned away by police.
A second proposal was made by English teacher Tony Chen, 43, on Valentine's Day earlier this month.
Chen unfurled two huge scrolls declaring his adoration.
In early February Chen also erected a billboard in Changhua, but the NT$1 million (US$28,570) poster was removed by the authorities, who claimed it was a distraction to drivers.
When asked to comment on Lu's response, Tung said she lacked a sense of humor, a local Chinese-language newspaper reported.
Chen was more timid: "Time will eventually prove I'm genuine toward the vice president," he said.
Some people have accused Chen of trying to use Lu as part of a publicity campaign to promote his business.
Chen runs two English schools in central Taichung City and Kaohsiung City and has some 3,000 students. He said Lu has the qualities he had always sought in a woman -- integrity, courage and an easy-going personality.
