Assistance from local NGOs and Taiwan's engagement in international assistance programs also was part of the ministry's approach to Taiwan's WHO bid, Shen said.
During last year's World Health Assembly in Geneva, US Secretary of Health and Human Services Tommy Thompson announced on May 16 that the Bush administration supported Taiwan's participation in the WHO.
The US House of Representatives last December strongly endorsed efforts to secure Taiwan's participation in this year's WHO meeting.
By a voice vote, the House approved a bill that would require the administration to develop a plan to "endorse and obtain observer status" for Taiwan in the WHO's weeklong annual meeting in Geneva in May.
