In 1997, a resolution stating that "the United States should help Taiwan defend itself in case of threats or a military attack by the People's Republic of China against Taiwan" was passed by Congress.

Former FAPA chairman Peng Ming-min (彭明敏), who is also a senior adviser to the president, called on both FAPA members and the Chen administration to work together for the future of Taiwan.

"As the DPP government is trying its best to return to the international arena, FAPA's extended experience and lobbying skills can be very helpful in helping the authorities reach that goal," he said.
