The Control Yuan began an investigation into the Peace Island Sewage Plant due to complaints from residents on the northern coast that pollution from the plant has resulted in decreased fish catches.
The plant is located in Keelung City, near the northern coast.

The construction of the sewage farm, which entails digging out part of the mountain near the sea, has become a major focus of attention. Ma said the project, according to residents, has polluted the ocean and resulted in shrinking fish catches.
The residents of Peace Island went to the Control Yuan to deliver written complaints in July. Unfortunately, the construction began before 1992, when less strict pollution-prevention standards applied.
Ma commented that while it is likely the construction would pollute the ocean, legally there was very little he could do.
Ma said he hoped that new, stricter pollution-prevention standards would be passed by the Legislative Yuan soon, hopefully providing a better solution to the problem.
The sewage farm under construction was designed to deal with Keelung City's foul water and the related sewage conduit system. However, complaints about pollution the farm has caused have been raised since construction began.
Residents of Peace Island suspect that the Keelung government broke the law by allowing the construction, including changing the zoning of the land and fighting stricter pollution-prevention rules.
