Hsieh Kuo-shin (謝國興), executive director of The National Alliance of Post-Earthquake Reconstruction (全國民間災後重建聯盟), however, emphasized that public's sensitivity toward the monitoring of donations is more significant than the government enacting legislation.
"The society should have a sense to regulate how non-profit foundations allocate their donations, and force them to release their records, even without existing regulations to do so. But our society has never seriously discussed this issue," Hsieh said.
"If we had a comprehensive plan explaining how we are going to work on relief efforts, I believe the public would donate money, no matter how much it is," Lin said.
