Ties between Taiwan and Paraguay remain solid and stable and should be further enhanced, outgoing Taiwanese Ambassador Agustin Liu (劉廷祖) said Saturday.
To achieve this goal, the Taiwan government should set up a mechanism to monitor and coordinate Taiwanese businessmen wishing to invest in the South American country, while Paraguay should also work out a set of measures to provide legal protection and slash red tape for Taiwanese investors.
"Should the two countries actively cooperate in this field, Taipei and Asuncion can really become genuine partners and seek progress jointly," Liu told reporters during an interview prior to his retirement yesterday. Taiwan Ambassador to El Salvador Yen Ping-fan (
Liu said the two countries signed a memorandum of understanding on bilateral cooperation and investment during a visit by Taiwan President Chen Shui-bian (陳水扁) to Paraguay at the end of May.
Under the terms of the accord, the two countries agreed to establish cooperation mechanisms and to set up a system to promote programs to enhance the partnership between the two sides, he said, adding that it should be an important development route for Taiwan's enterprises and for Paraguay's economic recovery.
Liu called Chen's visit an indication of Taipei's appreciation for its Asuncion ties and its willingness to create bilateral strategical alliances with local partners.

The outgoing ambassador said Taiwan investors can manufacture a variety of products in Paraguay and called on Taiwanese businessmen not to overlook Paraguay's advantages as a member of the Southern Common Market when considering setting up bases overseas.
