Safety lapse before Hsichih fire seen as part of wider problem

TIP OF THE ICEBERG Owners of the ill-fated Hsichih building violated safety standards that are difficult to enforce and widely ignored

However, some believe, the new standard overlaps with the original system which required buildings to report safety conditions and may confuse the public.

"There are so many regulations, but will they be followed? Which one should we follow? Look at those buildings constructed without a permit, does that show that we are being strict enough?" said an architect who participated in a Taichung department store's design.

On the other hand, a local firefighter questioned the guarantee of the standards.

"I don't think the fire-safe building mark has any positive meaning. It may even mislead the public. It would be ironic, if buildings which have the mark have fires and the fire prevention systems are still not enough," said an official from the Kaohsiung City Government's Fire department.
